Simeon Birnbaum, a junior from Rapid City Stevens in South Dakota, became the 17th high school male athlete, including the fifth this year, to run a mile under four minutes when he won the Brooks PR Invitational in a meet-record time Wednesday of 3:59.51 in Seattle.
